With the incubation period of up to 21 days, why not just stay quarantined? She "wants to go out", if she ends up testing positive after going out, she should be brought up on Attempted Murder charges for each person she came in contact with. I wouldn't want to be shopping in the same store as her... her 21 day quarantine is a small price to pay for the publics safety. I, personally, would understand why they wanted me quarantined if I was previously working in an area that Ebola was prevalent.
